获取指定直播间的红包信息
https://api.live.bilibili.com/xlive/lottery-interface/v1/lottery/getLotteryInfoWeb
请求方式：GET
认证方式（可选）：Cookie（SESSDATA）
如果不携带Cookie信息，user_status将始终返回2（未参与）。
如果所查询的直播间无红包，popularity_red_pocket为null。
